Tippar is a Hindko word meaning turnips. In Urdu turnips are called shalgam and also spelled shaljam. It is a very yummy dish and I have revised it to make it more sutable for diabetics. One of my sister in laws used to cut and add pears in it because they are natrurally sweet. It is because my late mother in law was a diabetic.
Diabetes is a monster. If you are a diabetic, please do yourself a favor and keep up with your treaments and regularly check your blood sugar. When you go out to eat there is a slim chance that you will get exactly what you need. They care very little about health and it is time to break that habbit. Being an asthmatic is bad too. Last sunday Mr. Riaz and I went to a restuarant and got some take away. There is a halal KFC franchise we go to on occation. However the chicken was too oily and it triggered my asthma in a bad way.
Too much oil too can make anyone sick also and if I am making anything that requires frying that I always opt out for the deep frying and shallow fry. You get same results, it is just that you always have to turn until the food is done. Enough of chit chat now on to the recipe.
In mortar and pestle I added for grinding my masala, 1 pinch each of fennel seeds, black peppercorns, cumin seeds, coriander seeds then 1 black cardomom, 1 clove and 1 tiny piece of cinnamon broken off from the stick. If you are using powder cinnamon skip this step. I ground those in to a coarse powder and set it aside.
I added to the pressure cooker 1/4 cup of olive oil. To this I sliced 1 onion or shallot in to half moon slices and cooked them until they are golden. I added 1 pinch each of pink salt, dried methi leaves (fenugreek), turmeric, chili powder, cinnamon powder if using, and Garam Masala. If you are using ground cinnamon you can omit the small broken piece from a cinnamon stick. I added the masala In the mortar and pestle that I had ground and set it aside, stirred then added 3 pinches of turbinado sugar or peel and cut in small pieces 3 pears like I seen one of my sister in laws do. I would cut 1 tomato and cook it down until it is mushy and adding water by the teaspoon fulls and stirring so it does not burn. The heat should be at medium high.
However I was not feeling so well and did not go to the store that I had to open a can of tomato paste and added 1 tbs. This will work great if the tomatoes are expensive or if there is a shortage. Plus it is good to keep some on hand. If you have tomatoes in the house then you can chop and add 1 tomato instead of adding tomato paste. I added 2 cloves of garlic and 1 small slice of fresh ginger that I have peeled and washed and made it in a semi paste form in my mortar and pestle and added this to the pressure cooker. Now you can turn the heat down to medium low.
I added 1 lb or kilo of goat, lamb, beef and veal can be used too. I washed peeled and cut 4 turnips and added 1/2 gallon or 2 liters of water, stirred, closed the pressure cooker turned the burner up to high and watch the pressure build enough where the safety button would pop up and turned on the timer for 20 minutes and reducing the burner to medium.
After the pressure escaped and the safety valve is lowered, open the pressure cooker and check and see if the turnips and meat are soft. To me they were still a little tough so I added 1 cup of water in case if there wasn’t enough. I turned the burner back on to medium and watched the button pop up once more and turned the timer back on for 10 minutes.
I then turned off the burner and waited for the pressure to escape and the button to be lower before I opened the pressure cooker. This time it was soft and it is done.

ADDENDUM: for instant pot and the like on saute function add required amount of oil, onion, garlic, ginger, masala, turbinado sugar pink salt and tomato. cook like you will on stovetop. Add the meat cook that a little then add turnips and water.
Press cancel to turn off instant pot and the like pressure cook on high with pressure cooker lid on for 15 minutes then press the release button.
